Constitutional Rules, Economic Policy, and Economic Outcomes.

The main aim of the project is to provide theanswer to the question which rules defined within constitutions of states shape economic policy and the effects of such policy in these countries. The existing Constitutional Economics literature allows toformulate a hypothesis according to which not only the rules themselves, e.g. regarding models of government or bills of rights,are significant in this respect but also interactions between them and factors which shape these interactions. In the project wepropose to undertake a detailed study of these issues based on recent achievements of cross-disciplinary approaches in economictheory, as well as econometric techniques. Particular attention will be given to the situation of post-socialist countries whichconfronted the need of introducing new constitutional rules in the course of political and economic transition after 1989.

Modeling of macroeconomic effects of pension system reforms

he goal of the project is to create and prepare to implement a set of diagnostic and consulting services empowering the employers from an open labour market to increase the employment of people with disabilities. The project will be realised by 2 colleges and one NGO.
Research phase results:
1. Self-diagnosis tool for an employer defining barriers and areas which hinder or prevent the employment of people with disabilities
2. A set of diagnostic and consulting
services empowering employers to employ people with disabilities
The tools development will be preceded with quantitative and qualitative research among employers and a market research. In the trial phase the diagnostic and consulting tools set will be tested by three selected employers (a bank, a retail network, production plant). Eventually a final version of the set (updated according to trial phase employers feedback) will be created. This version will be ready to implement in enterprise day-to-day operations.

This system project is financed by the European Social Fund within the Priority III framework of the 'Operational Programme Human Capital' - 'Quality of the education system' and 3.1.1. 'Creating tools and the environment for monitoring, evaluation and research in the education system.'

The main goal of the project is strengthening the education system in the field of educational research and the improvement of the use of research findings in education policy, practice and  management.

The aims of the project:

1. To create information resources for use in planning and development of education policy generated through inter-disciplinary research into the functioning of the school curricula, researching quality and school effectiveness in internal school-specific, institutional and economic areas, and with reference to requirements of the labour market.

2. To monitor the education system and research activity, both inside and outside Poland, aimed at improving the quality of the national education system by way of indexing relevant national and international studies, and to run analytical studies.

3. To strengthen education research both organisationally and in terms of human capital by the development of The Educational Research Institute(IBE) which in addition to hosting library facilities and the necessary infrastructure will become a permanent stable base for experience and personnel with an inter-disciplinary approach to education research. To stimulate progress by initiating and nurturing networks of cooperation between national and international research institutions, and educating research staff through postgraduate and doctoral studies. To support other such institutions exchanging experience through an inter-disciplinary approach.

4. To share our research findings with the world of education, including teachers, head teachers and regional government, as well as pupils, parents, students and scholars; making databases and tools developed throughout the research project available through the public pages of the website, providing user-friendly interactive exploration of data, tailored to the needs of users from a wide recipient group.

The influence of risk preferences on social benefits valuation for forest fires prevention in Poland.

The proposed project relates to the field of economics dealing with the valuation of non-market environmental goods and services based on declared preferences. Itsmain objective is valuation of social benefits for forest fires and investigation the relationship between this valuation and individuals’risk preferences. Risk and uncertainty play a significant role in almost every economic decision.

Understanding risk attitude is a crucial factor to get to know the process of resource allocation, including decisions on investments decreasing risk of environmental damages. The additional contribution of this survey is conducting a comparative analysis between two methods eliciting risk preferences: a method using a general approach and the method based on the subject-specific risk approach.

A migration network agreement is a form of mutually beneficial cooperation between financially-constrained individuals who seek to finance and expedite their migration, in a manner akin to the functioning of a Rotating Savings and Credit Association (ROSCA).

The agreement shortens the time required to accumulate the resources needed to pay for the cost of migration and initial settlement in the country of destination. Seen this way, a migration network is an exchange arrangement that binds individuals across the sending and receiving countries, and over time. In this proposal we show why a cooperation agreement is more beneficial than “going it alone:” it reduces the opportunity cost of migration, which is measured by the utility forfeited during the period of savings in order to pay for migration. It also creates a network in the sense that “established” migrants contract to support the subsequent migration of others in exchange for receiving support themselves.

In research to be undertaken, we will seek to show that when the risk involved in participating in a cooperation agreement is incorporated, the propensity to enter a cooperation agreement depends positively on the cost of migration.

The risk arises from the possibility that an individual who is randomly drawn to be the first to migrate will renege, succumbing to the temptation of enjoying a higher income sooner rather than later. We will also expand the model to study cooperation between more than two individuals, and explore the possibility that there is a finite optimal size of the migration network. Our conjecture is that this size depends on the interplay between the rate of increase in the lifetime benefit to a migrant who participates in a cooperative arrangement and the rate of decline in the affinity between the participants in the agreement as the network expands. If our conjecture will be born out, then we will be able to conclude that would-be migrants in the sending country will form a multitude of networks rather than a single grand network.

Finally, we will seek to list testable predictions of the model.

Network development of higher education management systems (DEHEMS)

The main objective of the project was to examine the determinants of success in entering the labour market by graduates of higher education institutions and to propose recommendations for the management of higher education institutions (in particular, for quality management systems), the implementation of which would improve the effectiveness of higher education and, in particular, ensure more effective entry of graduates into the labour market. The study used national data sources on the situation of graduates and economic activity of the population. An important part of the project were the activities disseminating its results, realised mainly through maintaining a website, publishing an electronic newspaper and organising two large international conferences. The obtained results and recommendations, while still under development, were discussed with representatives of institutions operating in the higher education sector. The Faculty of Economic Sciences of the University of Warsaw participated in all eight packages of activities of the DEHEMS project.
