Professor Sébastien Bourdin (EM Normandie Business School) and prof. Sergio Pietro Destefanis (University of Salerno) will present their study entitled: “What are the impacts of Cohesion Policy on the trade-off between employment and productivity?”. The co-authors of the study are Professor Gianluigi Coppola (University of Salerno) and Dr. Maria Kubara, a researcher at the Faculty of Economic Sciences, University of Warsaw.

This paper examines the heterogeneous effectiveness of EU Cohesion Policy in fostering regional growth, with a specific focus on the trade-off between productivity gains and job creation. Using data at the NUTS 2 level, the study assesses the impact of European Structural and Investment Funds through a novel empirical approach based on a multi-input multi-output transformation function. This framework allows for a simultaneous analysis of GDP per employee and employment rates as distinct but interrelated outcomes. Results reveal significant heterogeneity across regions and funds in how Cohesion Policy influences the employment–productivity trade-off. These findings underscore the importance of tailoring policy interventions to regional specificities in order to promote both sustainable growth and social inclusion.
